Stephanie Powell is a native of Albany, New York, and currently lives in Southern Maryland. She holds a Bachelor of Science in Health Care Management and two Master’s Degrees in Public Health and Public Administration, respectively. She has over 25+ years of experience in innovative Healthcare, Human Resources, Budget/Finance, Data Analytics, Policy, and Public Health/Law.
During her tenure at The Centers for Medicare and Medicaid Services (CMS), she oversaw the financial division for the New York State Medicaid program. CMS processes and analyzes over 200 million payments totaling over $63.5 billion annually. Stephanie provided vital support in assisting the New York State Medicaid Redesign Team with the review and input for the Affordable Care Act 2010S. After leaving CMS, she worked for the Department of Defense as the Joint Commission Compliance Officer at Alexander T. Augusta Military Medical Center, Fort Belvoir, Virginia. From 2016 to 2022, she was the Principal Advisor for the Air Surgeon General’s office at Joint Base Andrews, AFB Maryland, a newly created Psychological Health Program; she developed and established strategic planning, budgetary, accreditation training programs, policy, compliance, metrics, and performance measures.
As a former active-duty U.S. Marine with over eight years of military service, including serving during the Persian Gulf War (Operation Desert Storm) in 1991, she commits to serving her local community through volunteering. She is a part of the Medical Reserve Corps (MRC) as a Medical Administrator for the State Medical Emergency Response Team (SMERT) of New York State. MRC is a registry of health care and mental health professionals who volunteer during emergencies or major disasters. She also volunteers at the Senior Links program in Dumfries, Virginia. She is a Commissioner for the Charlotte Hall Veterans Home in Charlotte Hall, MD, appointed by Governor Wes Moore.
She has received numerous awards, including the Excellence Award and Coin of Distinction from the U.S. Department of the Army, a National Defense Service Medal, and Meritorious Mast Awards from the United States Marine Corps. She received the Certificate of Excellence in recognition of her contribution to State Plan Amendment cost savings and Waiver input as a member of the New York State Medicaid SPA Redesign Team from CMS.
She is a Lay Health Educator Program representative sponsored by the Healthy Community Partnership at Johns Hopkins Bayview Medical Center, Baltimore, MD. They share Public Health information weekly with faith-based organizations from all communities.
Stephanie enjoys traveling to new places, being active in her church community, and spending time with family and granddog. God has always been a common thread in her life, as well as her commitment to community, service, and helping others.
